The Governors Highway Safety Association (GHSA) has broadened its support for distracted driving legislation to include a total ban on handheld cell phone use for all drivers nationwide. The GHSA claims texting bans behind the wheel are difficult to enforce in states where handheld cell phone use is allowed. 39 states have texting bans while only 10 ban hand-held cell phone use.
