SACRAMENTO, CA -- The California Air Resources Board (CARB) may postpone three rules concerning off-road diesel units, with some sources citing that few construction starts in tough economic times have inadvertently resulted in better air quality. CARB was created by California State Assembly Bill 32 (AB32) in 2007.
On Nov. 2, CARB could disappear altogether. The oil industry-promoted Proposition 23 is on the ballot to repeal AB32. In recent months, statistical data on diesel emissions used by CARB, in the implementation of the rules in question, have been shown to have been grossly exaggerated.
