Navistar International announced Tuesday plans to shut down its Garland, Texas plant and pink slip 900 workers, moving its production to plants in Mexico and Ohio. The Garland plant opened in 1967 and is one of that city's largest employers. The Lisle, Ill.-based company has faced setbacks on non-EPA-compliant engines prompting a management shakeup and other layoffs. The closure is expected to save the company $25 to $35 million annually.
