Senators Mark Pryor (D- AR) and Lamar Alexander (R-TN) introduced a bill this past week that would require the use of EOBR devices for all commercial carriers (S. 3884). Pryor has been quoted: "No one wants to share the road with tired truckers..."
The Owner-Operator Independent Drivers Association (OOIDA) has opposed EOBRs from their inception, challenging the earlier mandates of the FMCSA in a lawsuit, and point out that Congress has consistently opposed legislation requiring driver training standards for the trucking industry.
“There is no data that shows these devices will increase highway safety — none,” said Todd Spencer, OOIDA Executive Vice President. “EOBRs are a management tool, not a safety device.”
"This bill presumes truckers will break the law if they are not constantly tracked by the federal government," said Spencer. "EOBRs will not track all the activities of a driver's day and will still require the driver's input to document all hours worked."
